About the Program
The Flight Training Program is a first-of-its-kind opportunity for international students who want to study in Canada and pursue a career as a commercial pilot. The program is delivered through a unique partnership between Confederation College and Seneca Polytechnic, two of Ontario’s leading aviation institutions.
This 24-month, Transport Canada–approved program combines academic study with early, intensive flight training. All flight training is included in the tuition, with no additional inflight fees.
From the first week, students begin hands-on flight training under the guidance of qualified instructors, progressing through all required licenses and ratings.
Students train at two purpose-built aviation campuses over the program’s two years:
- Year 1 (12 months): Confederation College’s Aviation Centre of Excellence at Thunder Bay International Airport
- Year 2 (12 months): Seneca Polytechnic’s Aviation Campus at Peterborough Regional Airport
Both locations feature modern training aircraft, type certified flight simulators and state of the art aviation facilities.
Students progress through a structured training pathway that includes private and commercial pilot training in addition to multi-engine instruction and instrument training. Program instruction is delivered through a combination of:
- 620 hours of ground school
- 127 hours of instructor-led flight training
- 100 hours of solo flight time
Upon graduation, students will be able to operate multi-engine aircraft under Instrument Flight Rules (IFR) and will have completed the requirements for:
- Transport Canada Commercial Pilot License (CPL)
- Instrument Rating – Group 1 (Multi-IFR)
Transport Canada licenses are internationally recognized and may be converted to FAA (U.S.) or EASA (Europe) licenses through established pathways.
Students enrolled at Confederation College are guaranteed residence in Thunder Bay for the first year of study, with housing support available during the Seneca portion of the program in Peterborough in the second year. Residence fees are not included in tuition.
Skills
Throughout this program, you will:
- Operate a single and multi-engine aircraft independently and proficiently through all phases of a flight as outlined by Transport Canada
- Select and use relevant terminology, technologies and strategies to communicate effectively with all functional divisions within an aerospace industry, airline or flight operations
- Implement and participate in a Safety Management System
- Use Crew Resource Management, Threat and Error Management and Pilot Decision Making skills to maintain safe and efficient operations
- Complete all flight training in accordance with Canadian Aviation Regulations and aircraft operating procedures
- Apply operational and administrative initiatives to ensure economic growth and sustainability within the aviation industry

Flight Training
Flight training follows clear standards to ensure every student is prepared for the responsibilities of piloting an aircraft.
At Confederation and Seneca, safety and quality come first. We support you in preparing for your studies and in understanding how your progress will be assessed. Progress is measured by your ability to meet key milestones within the training hours outlined in the Training Manual.
We recognize that students progress at different paces. When appropriate, a limited number of additional hours may be approved to support remedial training. These hours are intended to address specific learning needs and are granted on a case-by-case basis. If performance standards are not met after additional support has been provided, further training will not be approved.
Standards for Safety and Success
Aviation is a highly demanding profession that requires more than foundational technical skills. While many individuals can achieve basic flight proficiency, success in commercial flight operations depends on the ability to consistently perform at a high level in complex, high-pressure environments.
Research in aviation psychology and training outcomes shows that becoming a commercial pilot requires a distinct combination of cognitive, psychomotor and decision-making capabilities. These include:
- strong spatial awareness
- the ability to process information rapidly
- effective multitasking under pressure
- consistent, disciplined adherence to procedures
